This page outlines our legal obligations, customer responsibilities, and the procedures we follow to ensure compliant and responsible commerce.

ATF Compliance

As an FFL, Liberty Build Co. complies with all regulations administered by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

Our ATF-related responsibilities include:

  • Maintaining valid federal licensing for all applicable business operations.

  • Conducting firearm transfers solely through the ATF-approved process.

  • Completing all required ATF Form 4473 documentation at the transferring dealer.

  • Performing background checks through the National Instant Criminal Background Check System (NICS) or confirming NICS-exempt status when required by law.

  • Maintaining accurate acquisition and disposition records as required by 27 CFR Part 478.

  • Complying with all ATF inspections, audits, and reporting obligations.

Liberty Build Co. does not engage in any activity prohibited by federal law and does not provide instructions for manufacturing, modifying, or enhancing firearms.


Federal & State Regulations

Federal law governs the sale and transfer of regulated firearms products, but many states impose additional restrictions. All orders are subject to compliance checks prior to fulfillment.

Federal requirements include:

  • All regulated firearms must ship to a verified Federal Firearms Licensee (FFL).

  • A NICS background check must be completed by the receiving FFL before transfer to the customer.

  • Customers must meet federal age requirements for the type of regulated product being transferred.

  • Interstate transfers of firearms must comply with the Gun Control Act (GCA).

State-level restrictions vary and may include:

  • Age requirements higher than federal minimums.

  • Prohibitions or limitations on certain regulated products.

  • Mandatory waiting periods.

  • Licensing or permit-to-purchase requirements.

  • Restrictions on magazine capacity or configuration, depending on jurisdiction.

Orders that cannot be legally fulfilled will be canceled and refunded in accordance with our policies.


Customer Legal Responsibilities

Customers are responsible for understanding and complying with all laws applicable to their purchase and transfer.

Before placing an order, customers must:

  • Ensure they are legally able to possess and receive the regulated item in their state of residence.

  • Confirm that the regulated product is legal in their jurisdiction.

  • Identify and provide the contact information of the FFL dealer who will handle the final transfer.

  • Verify all personal information submitted during checkout.

At the time of transfer, customers must:

  • Present valid government-issued identification.

  • Complete ATF Form 4473 truthfully and accurately.

  • Pass the applicable NICS background check or provide required documentation if exempt.

  • Comply with any additional state or local requirements imposed by the receiving dealer.

Liberty Build Co. cannot complete a transfer to individuals who fail a background check or who provide false or misleading information.


Firearm Transfer Procedure

All regulated firearms purchases follow a standardized, legally mandated process:

  1. Customer places an order online.

  2. Customer selects or provides a licensed FFL dealer for shipment.

  3. Liberty Build Co. verifies the FFL and ships only to the licensed premises.

  4. Receiving FFL conducts ATF Form 4473 and the NICS background check.

  5. Receiving FFL completes or denies the transfer based on the background check result and state/local requirements.

  6. Customer takes possession only after completion of all legal steps.

Regulated items cannot be shipped directly to a customer’s home unless specifically allowed by law (e.g., certain non-firearm components).


Shipping & Pickup Requirements

Shipping to FFL Dealers

  • Firearms and other regulated items ship exclusively to verified FFL holders.

  • Shipments require adult signature upon delivery.

  • The receiving FFL may charge a separate transfer fee, which is set at their discretion.

Non-regulated items

Most accessories, apparel, and other non-regulated items may ship directly to the customer unless restricted by state law.

Order Issues

If an order cannot be fulfilled due to legal restrictions, regulatory requirements, or FFL refusal, the order will be canceled and handled according to our refund policy.


Privacy & Data Handling

Liberty Build Co. protects customer information in accordance with federal privacy standards and secure-commerce best practices.

Data handling principles:

  • Personal information is collected only for order processing, legal compliance, or customer service.

  • Sensitive checkout data is encrypted and transmitted through secure, PCI-compliant payment gateways.

  • FFL information is verified for compliance and retained only as required by law.

  • Regulated items cannot be returned once they have been transferred to the customer.

  • Non-regulated items may be returned in accordance with our standard return policy if unused and in original condition.
